In cases where the IPE is dealing with regions less than 250px or so the IPE interface starts to break (http://drupal.org/files/ipe_name_shortern_before.png). This patch just shortens the "Add new pane" text to "Add pane" which helps it to not break as badly (http://drupal.org/files/ipe_name_shortern_after.png).

Here is a copy of the same patch that will apply cleanly against the latest version of Panels development when the patch from 5 in #1690124: Disable IPE Toolbar When Modal is Open is also applied. Apologies for putting noise in the queue, but the drush make powers that be require it.

Here is another patch that shortens this even more. After playing with the IPE a lot, I think that having a compact interface by default is best. It can be themed to extend the text if needed, but it just looks bad when regions are too narrow.

To simplify further, you could change the "add a pane" to a plus symbol. Although I would suggest you create some sort of hover state that says what the icon does when you hover over it.
