I am looking for a little clarification to make sure I understand everything correctly. A client wants to have a Drupal site installed and from the Drupal system they want to be able to send text messages to those users who sign up for the service. To do so I would just need the SMS Framework Module ( http://drupal.org/project/smsframework) and one of the gateway modules it has listed. Then I would need to set the client up with one of those services that would be billed monthly or my message depending on the service that was selected. Is that correct? Or are other modules also needed or some kind of hardware/software on the server?
Just want to make sure I fully understand how to set this up before I give him an estimate. Thanks for the help.

The gateways are services that you can use in order to send sms messages. There is not need for hardware.
You will have to create an account with one of these services and fill it with money. Then, everytime that a message is sent, the cost is deducted from your account. It is very simple!
Be careful when choosing a gateway, pay attention to the cost, do some testing to determine the speed of delivery etc...
A company with global coverage and low prices is clickatell. Have used them before, they are ok.
