It seems like with a module like this we should default to an off state and not force this on every content type in existence on the site creating an administrative task to disable it on content types we don't want users to be able to generate blocks for. Rather a default of off and then enable/configure on desired content types seems more appropriate.
The provided patch changes the defaults to "Never".
