Alright, I'm not even sure how to classify this but so far the searched I've tried haven't landed me to the "ah ha!" moment...
Using
AT Core 7.x-3.0-rc2+17-dev (enabled)
AT Admin 7.x-3.0-rc2+17-dev (enabled)
PCW 7.x-1.x-dev (default theme) (enabled - Adaptive Panels Everywhere sub theme for PCWtheme)
When I nav to http://localhost/pcw/admin/structure/panels
none of the links to enable, edit pages/panels etc are active...that is, they just sit there looking pretty and doing nothing... (sorta like a Trump ex-wife...)
If I change the theme to Garland, for example, they are active and work.
Please advise what stupidity on my part has gotten me here...

when i set this to Garland for admin everything works as expected...

The 'clear-block' class in panels-dashboard.tpl.php should be 'clearfix', and without the clearfix, the dashboard is not taking up any space so items beneath it get rendered on top of it and block the links. The fix is trivial.
