If the "Hosted Gateway" module is not turned on you are not able to use Paypal Pro for recurring payments. However the module .info file does not list WPP as a one of the supported payment options. The description should read:

" description = Recurring Fees handlers for hosted gateways - Authorize.net ARB, Paypal WPP and Paypal WPS"
