Change "Official" to "Full" on "status" selector for project listing

At a page like http://git-dev.drupal.org/project/modules

There's a "Status" select box there to choose between types of projects. The one that means /project/something is called "Official" projects. However, there is nothing "Official" about them, and calling that implies some sort of formal support or something that is simply not there.

The term we've settled on in the rest of the docs is "Full" project, so we should change the label to that instead.
