Be very careful with the devel module.
It's corrupted my database on every occasion I've tried to use it, within five minutes of installing it.
It works for many people, but I would take a complete backup of your site before every time you install/use it.
I only use its 'generate content' feature now, which seems safe. I don't install any of the other parts.

Not really - Devel is the most popular 'all round' tool. Just be careful when you use it. As long as you take a database backup, you should be fine (most people are anyway I think).

However, I would suggest being more specific about what development problems you're actually having.
Someone may be able to point you towards specific tools for specific jobs.
