is there a way to unhandle Parse Error in relation to RSS Feeds.
I get this error .

fsockopen(): unable to connect to news.bbc.co.uk:80 in C:\Program Files\Apache Group\Apache\htdocs\drupal-4.6\includes\common.inc on line 268.

Your Drupal instanse cannot connect to the site to fetch rss. Ask system administator of your hosting - may be our scripts aren't allowed to establish connections with Internet.

Or if it is located in you machine, get sure that BBC site is accessible for PHP.
