Complete rewrite of 1.x version.

This version doesn't use real blocks for the dashboard but uses the same approach that "Block field" module uses: only the block settings are saved in Dashboard entity. Because of this change the structure of the dashboard entity was changed to store the settings properly without serialization.

Block caching was also improved: render cache tags and contexts from each block included are respected. Also BigPipe is now supported out of the box.
