Minor bug fixes.
Photo release field is now hidden from all but admins.
"I am on the EPSCoR Management Team" is no longer requied.

• Issue #3171651: Performance and reliability improvements when generating enforced config settings from existing config.
• Issue #3173621: Improve encoding of enforced config keys.
• Various bug fixes and code cleanup/consolidation.
