More D9 compatibility changes
Also updates several modules (branch inc) but those branches should be updateable
Removes drupal/styleguide and mailchimp so if you still need it, require it yourself in top level
Adds drush 9/10 versions of d-set, and a drupal console replacement of single config import (console isn't D9 compatible)
Removed one patch from r4032login which made it into dev but still no new release, so if you need 307 temporary redirects
re-add that patch

This release fixes a problem related to the latest developments of rc2.
