Bug fixes

Fix minor bug related to uc_ssl_is_configured() returning false when it should not under certain circumstances.

Bug fixes.

-- Fixed incorrect production URL for DOTS Fast Tax Web service
-- Fixed system_schema() errors during installation
-- Fixed tax line being displayed twice
-- Fixed the "get tax by zip code" failover feature
-- Changed module to get tax information by address rather than by city/state alone, then failover to zip if necessary.
-- Changed text in the settings page to more clearly show the section for "Sales" tax settings and "Use" tax settings.

Minor bug fix. Mostly cleaning up comments, bug messages, and variable naming.

Crap. Found another critical bug. I swear to god this is the final release candidate!!!
