Footer region and info file issues rectified.

Beta release of the memcache module for Drupal 7.

This is primarily a direct port of the memcache module from Drupal 6 to Drupal 7. This version of the module supports the newer memcached PECL extension as well as the older memcache PECL extension.

Still known to not work:

• Sessions in memcache (memcache-session.inc)
• Database-backed memcache caching (memcache.db.inc)
