Adds support for displaying the last updated date in the node form summary, and a pane for workbench moderation settings

Contains the following fixes, including one critical issue fix:

template suggestion for block content.

- Add ability to specify a maintenance/error page that will be displayed on errors instead of stock Varnish unavailable page
