New features

First beta release of the next deGov minor version.

This beta release is a work in progress and not intended for production use, but for testing only! Future beta releases may not be compatible with their predecessors.

Includes the following changes:

code cleanup, updated readme

This release contains a new version of the paragraphs module, which fixes a security issue. See https://www.drupal.org/sa-contrib-2018-073.
Additionally we had several small changes to testing, improved demo content and removed unused code.

Changes since 8.2.27:

Added ajax loading of toolbars to reduce page load time. This cuts the initial page load time in half for me. The toolbars take a second to pop in, but I think the trade off is worth it.
