Paid Drupal services

Hey all. I need a module (or series of modules) developed to allow users to register for classes online and make payments via PayPal. I have $500 set aside through my company for this use and am looking on achieving the following goals:

1. Creating a system that benefits the Drupal community
2. Raise more money to get programmers what they deserve to make this happen
3. Build something that works in 5.x and possibly leverages current modules, such as Event, Sign-Up and possibly e-commerce

I'm looking for a top class Drupal developer. You must be very familiar with the platform, knowing it inside out. A 6 month project - possible to convert to full time role.
