File attachment error

Drupal 4.7.6 mysql 4.0.26
Everything was working until this morning but now when I try to attach a file to a page (which I have been doing) I get a pop up with the following

Should I kill my site now?

Tried upgrading from 4.6 to 4.7 - for various reasons (1and1 not giving access to error logs and the previous developer is no longer available) it was a wash. Now considering moving to new ISP and starting with 4.7 fresh.
I'm wondering how difficult it will be to transfer my content - users and various postings. Is this even worth tryin? Should I import my users and have an admin copy and paste content? Is 4.6 so different from 4.7 that node data cannot effectively be transferred by adding content to the mysql database on the backend?

Block will not execute PHP - time-sensitive problem

Running 4.7.6, and now I can't get a block with PHP to execute the PHP. The thing I changed recently was putting my site into maintenance mode and disabling all contributed modules. I have re-enabled all modules, but now PHP code in blocks does not execute.

Specifically, I have PHP code for Text Links Advertisements. Note: I am not using the TLA Drupal module.

Newbie developer needs help

I am a seasoned php developer, but a total Drupal n00b. I'm tripping over myself and the online documentation trying to find out how to get started developing for drupal.

Can someone point me to something "Hello, World!" simple so that I can get my feet wet?

Site down/broken help please

Site broken/down every page shows a huge error and also cant login.

What caused this and how can I avoid this in the future?

Any other way to deal with this than to restore things from backup.
