Creating Just HTML Content Type

I would like to create a content type which is just HTML

It is to show as promotional areas on certain pages per the theme specifications

I would like to avoid just HTML which is going to really just be banner text from existing as its own page

What is the best way to accomplish this when creating the content type?

Perhaps someone can lead me in the right direction.

I have to the footer section in page.tpl.php file the following code and css:

Hello,
I have a very simple question: can modules (e.g. for a specific block implementation) be defined within the folder of a theme? Or do I need to create and ship every module specifically for a single theme separately in the site's modules folder?

thanks.
