Theme development

Hi !
I use the administration module. I'm looking for a way to divide the panels that are displayed on the front admin page...

There are only two containers. Each one contains 3 panels. I'd like to have one container for each panel.

A pretty general question, yes, but do you know of any current modules that increase forum functionality (and possibly looks)?
Because seriously, my forums are pitiful. Please tell me what you think is good (And be sure to include links, please.) Thank you very much!

I was browsing through the Drupal Theme Garden when I came across this cute little theme. I tried to find it, but with no prevail. Does this Theme even exist? Or was the Theme Garden lying to me? If it does exist, where can I find it? Does it require any specific Theme Engine..?

I saw the php snippets to pull top node, latest weblinks etc.

need variation here... to display in following format

Node1title ( 55 ) 8/10
Node2tiltle ( 44) -

55 -- Number of visits
8/10 is rating.

- is displayed when no ratings are recieved

Can someone help provide a "Who's new" block with joined date next to username
