Theme development

Either I'm stupid in general, bad at searching, or nobody has needed to ask this before because they havent' felt inclined to do it or just know how to do it.

Anyways, I'm trying to make a user list thingi at the bottom of the forums that are kinda like what they have at the bottom of phpbb boards. You know the type:

there are 3 members and 47 guests online.

Newest member: newbie
Members: member1, member2, someAdministrator, thisModerator, anothermember

I have been learning how to put together themes, and I've noticed a few variables that seem to be missing. I'm not sure if this is a bug or I'm just not doing things right. I'm using 4.7 RC2.

There are only two containers. Each one contains 3 panels. I'd like to have one container for each panel.

A pretty general question, yes, but do you know of any current modules that increase forum functionality (and possibly looks)?
Because seriously, my forums are pitiful. Please tell me what you think is good (And be sure to include links, please.) Thank you very much!

I was browsing through the Drupal Theme Garden when I came across this cute little theme. I tried to find it, but with no prevail. Does this Theme even exist? Or was the Theme Garden lying to me? If it does exist, where can I find it? Does it require any specific Theme Engine..?
