Theme development

While working on local host, any new theme or module is extracted and put in drupal/sites/all/modules/
and on refreshing the administer>>sitebuilding>>modules, we can see the new item listed .

Now that the site is launched, how is it done online ? if i get a nice theme from http://drupal.org/project/Themes
how to get it listed in the administer>>sitebuilding>>themes ?
Where shd i extract and place the new theme folder?
