Theme development

I am trying to create a theme from scratch for my brother's portfolio site. Now, I have made a theme for Drupal before, but all I did was take an existing theme 'Nista' and change the images and colors (you can see what I did here: www.drdhaarts.com ).

There are a couple of things I would like to accomplish with the theme, on of them being a random image in one of the cells of the table. Is this possible? I saw on the forum a box with a random image script. I want to make a fluid bar on the left and top.

I've been scouring the forums on help with this however all I am now is confused. I'd have thought this would be a common request.

I'd like to keep the standard Garland top-right-horizontal primary link menu AND display any sub-menus if moused-over.

Has anyone actually done this successfully and if so, how do you actually achieve it?

I've been trying to work this out for a while now. I'm building a theme, and it looks pretty good, but I am having a few problems.

In my CSS I have a section that says,

.logo {
	background: url(img/logo.gif) no-repeat center top;
}

How do I make it so that if the users has their own theme, to use it?

I'm using the Litejazz theme from RoopleTheme and am trying to change the color of links on the site. There is a sub directory called css and I've have modded a blue.css file but it changes all the links on the site.

I am curious as to what is entailed in the development of a Drupal theme compared to designing a CSS/HTML skin for another type of site.

Is there additional features to a Drupal theme that you wouldn't find in another type of layout for a non-drupal site?

Any additional skillsets necessary up and above CSS, HTML and PHP in order to successfully design a theme?

Any help would be mucho appreciated.
