Theme development

I am looking to make a website with drupal for publishing some Forex related news and offer like, Forex no-deposit bonus, Deposit bonus and other bonus related stuff. This would be like a new-magazine category web site with some news boxes. I need to a have sticky side bar as well.

Actually i am going to follow the site below, So far i found that its made with wp, so Please some one suggest me if is there any drupal template available similar to this site Forex bonus

Is it possible to create a sub-theme locally?

I tried to create one manually (Adaptivetheme) but it does not appear in "appearance" and i also tried using drush but no joy there either. I am just learning the ropes with Drupal so am practicing locally for the moment and will move to server when i have a hang of things.

I'm editing a Drupal site with a custom form hardcoded within the HTML content of the page.
I would like to edit it to have the same functionality as the default Drupal contact form: save the contact in Drupal, send email to administrator, etc.

How can I don it?
Can I just change the form action or may I edit somehow the template.php file?

The form is currently hardcoded as a Full HTML content field.
