Deprecated - Drupal core

I have a need to add a weight at the term_node level, as taxonomies have different weight depending on the node. For instance, if you have a term "Scifi", a node about "Battlestar Galactica" would weigh highly within that term, but the series "Lost" would probably weigh much lower.

I'm writing a new module that creates a tab (on all nodes) for assigning taxonomy terms to a node via checkbox, followed by an input box for weight. The questions I have are:

1. Am I reinventing the wheel? I've searched for a similar module to no avail, but that doesn't mean it's not out there.

I'm going to develop an extension for quicktags.module which should provide a button for quicktags toolbar. When user clicks the button I want a javascript frame with my components appears (just the same like jscalendar). I want this frame to be moveable, closable and there will be a button to choose something.

I also would like to develop an extension for smiles module to pop up such javascript frame with smiles and give user an ability to choose it with mouse.

Is there any way that we can have the categories on the web form. We get the categories while creating a webform but after publishing the web form the categories are no more visible.

The reason is i am planning to create a member registration form where an anonymous user can categorize himself and register under certain section of categories.

The user after registering can access only those caegory pages, forums and blogs.

i'm very new to drupal and this post is more question-like

as i've noticed drupal have pretty good and flexible permission system but also i've found next thing, in page module there is 2 checkboxes: create pages and edit own pages. looks like it's just 2 different functions eg. create_page() and edit_own_page() so i'm wondering why not make 2 functions

create_page()
edit_page()

and permission set for each function shoul'd be with 3 radio boxes instead of 1 checkbox(deny/allow)

I would like to request a new admin feature, probably requiring its own menu choice under the Admin section.

Where I could find the Cores files of the Drupal? I do not possess the archive developer/hooks/core.php in my directory.
