Is it possible to have multiple sites share the same user information and user roles? I have read it can be done if the multiple site set up makes use of one database with different site table prefixes, but can it be done if each site has its own database??

I am trying to implement a system where a user can add new content, the content is sent into a queue to be checked by an admin, then after being checked I would like the content to be available on the "Featured Content" page (/drupal/featured)
I have set up the "Featured Content" page, and assigned it's URL as shown above, /drupal/featured. I also know how to post content, and that I can set it to go into A "moderation queue", where an admin can "Approve the selected posts".
I'm new to drupal, only a couple old day old so be gentle.;-)
Basically, I'm using the site as a blog and published several stories already.
But, what I would like to do is create a page, but not have it show up on the front page untils a create a story annoucing it with a link to the "page."
So I went and started the "page", made sure publish was checked and promote to front page wasn't. Then clicked submit.
