update.php --> unrecoverable error

I am having a problem updating my site at wsum.net. I suspect that this is from not un-installing simple access before my upgrade from 4.7 to 5.0. I did remove it as soon as I upgraded, and the site did function correctly for a while. Now, what is happening is that when I try to run the update.php script, it gives an unrecoverable error.

What specific file is considered the "configuration file"?

I found this in the UPGRADE.txt file in Drupal 5.0:

8. Verify the new configuration file to make sure it has the
latest and correct information.

Which file should I be checking?

Failure creating test site to upgrade

Am trying to create a test site, so I can upgrade from 4.6.3 to 4.7.5 offline...

Disabled modules, theme to bluemarine, created new DB, copied files over, changed settings.php to new db name and site, uploaded files...

Get the following error;

Fatal error: Call to undefined function: user_access() in /hsphere/local/home/wkwhitle/billwhitley.net/crbc/includes/common.inc on line 1921

jquery RC2 changes

jrating.module stopped working correctly with jquery.js shipped with RC2.
It works just fine with RC1. Substituting the new jquery.js file with the old
one fixes the problem. jquery.js file went through obfuscator, so I could not bebug further.

Upgrade from 4.5.4 to ?

I cannot find any tutorial to upgrade from 4.5.4 to 4.6, i just found this http://drupal.org/node/30699 but that tutorial is just to upgrade from 4.5 to 4.6.

To which version should i move from 4.5.4? Thanks.
