Newbie PHPTemplate Engine question - help appreciated!

I know this is going to sound like dumb question but I'll ask it anyway after looking around for several hours.

It says that PHPTemplate is in Drupal 4.7 and looking around it certainly looks to be there in the directory specified.

Then if you read any information on this engine there is a lot of touting to use it. So, I did the obvious thing and went looking around for it in the admin setup and under modules, settings, permissions, themes etc. I don't see anything that shows this engine (although I suspect some of those basic options under themes are part of the engine).

Reading the posts there is much information about how to tweak various files that this engine uses such as the page.php.tmpl (or was it page.tmpl.php) file. This is all fine, as a software developer I have no problem digging into PHP, CSS and other files to get the job done. However, if there is some "PHPTemplate Editor" through which I should be modifiying things that is part of the PHPTemplate engine, I need help finding it! ...as I feel like I've looked everywhere.

Any help would be greatly appreciated.

On a semi-related note (I have another post just for this other question but it fits in will with the above--and it hasn't been answered yet), I installed the TinyMCE module and it seems to all work well. I was careful to follow all the instructions and there is only one thing that is not working. That is, I can edit an area on the screen add pics change fonts and all those good things however none of the formatting shows up when viewing the post. The formatting is there which I proved by going back to re-edit the post.

Core Modules Upgrades

Do the core moduels of drupal always upgrade with the version? Likes blogs etc...

CivicSpace claims their modules are better:
"A further advantage is that all of these modules are included in the upgrade scripts when new CivicSpace releases come out. If you were to build a similar system with Drupal core and add the list of modules above, you would have much more work to do when upgrading to new Drupal releases as each and every module would have to be upgraded individually."

I assume they are not refering to the core modules. Is that correct?

Is drupal good for running a discounts based website???

I want to develop a website related to discounts. Here is my requirement

database size and autogenerate html

hi:

i am preparing a site which will have lots of user submitted articles and wanted to know how to deal with databse sizes. i heard many hosts limit the size to 100mb others 250bm but there is a limit anyway.
i was wondering which host to use just in case it grows too much. also what do you recommend to keep the site fast with big databases and last if there is a way to generate html pages from nodes so that they are not anymore in the database but as plain html in one folder.

Workflow form control with drupal ?

I've already used drupal to create website for my customers, but this time i receive a request different than usual.
I need to create an area where the customers of my customer can acceed by insert username and password and then
submit a request; then there must be a role that can read the request. I've done all of this by using webform module.

Webhost secure from U.S. government prying

Hi, I'm looking for a webhost to possibly host a Drupal website. Can anyone recommend a webhost that could be considered reasonably secure against U.S. government prying? For a start it would probabaly have to be outside the U.S.
