I have proposed to Add Drush command to toggle Twig debugging and CSS/JS aggregation #6267 in the Drush Github repo:

It used to require a lot of steps to disable caching, but #3278493: Make it easier for theme builders to enable Twig debugging and disable render cache (May 2023) allowed disabling Twig caching (and disable render, and page caches) from the UI, making it a lot easier

While many people will view my site on desktops, I expect most will use smartphones. Can anyone recommend the best theme to make my site responsive to all screen sizes? I know everyone will have their opinions and preferences, but what have you guys found from experience?

I will create my own subtheme. 

I plan to stack everything vertically, with no sidebars, to make responsiveness easier.

i will use a few side-by-side blocks, but I want them to stack vertically on smaller screens.
