AdvAgg is making a "Connection error" with compass/css3

When I ran https://tools.pingdom.com/#!/brkeM9/https://www.licitacao.online I see an connection error pointing to an AdvAgg file:

https://www.licitacao.online/sites/licitacao.online/files/advagg_css/com...

How could I fix that? I think this kind of thing slows down site load.

Drupal core is v7.56

AdvAgg is v 7.x-2.28

HTTPRL module crashing sometimes - drupal_http_request()

When I inserted these 2 lines below in php.ini this error was gone but when I run cron it comes back again... Somebody has any idea?

I see that our site doesn't give any error if a user enters multiple /s. I see this happening with other drupal sites as well.

For ex., https://www.drupal.org///////////node/add/forum/22

https://www.whitehouse.gov////////////////////blog/////////////2017/11/1...

Is there a way to restrict or not respond or respond with a 404 for such browser requests?

Unable to send e-mail. Contact the site administrator if the problem persists.

Does any one know how to hide this error from the user. If the email module is unable to send email then log a message but don't display it since it is not important.

Sometimes when the user submits Form to upload file, this error shows up. The only email that gets sent is email to our admin, so if we miss that email is ok. I am looking for a way to not display error about email error since the form submit is always successful.

Any idea which module generate this error to the user screen after form submit?

Error when updating user profile picture: "The selected file could not be copied, because no file by that name exists."

The site has worked fine for a year but recently it began showing error messages when a person updates their profile picture.  Despite the error the profile picture updates correctly.  

The error is: "The specified file temporary://chappelle-as-gallagher.jpg could not be copied, because no file by that name exists. Please check that you supplied the correct filename."  The profile pic updates correctly.

In the system log I also see:
