Creating a Custom Rule for Webform

I am looking to create a custom rule where a webform will only be displayed every 3 or 6 months if a user accessed the page using the same IP Address.

They would have to accept the T&Cs if the IP Address has not been used before but if it has been logged then the page should not reappear for the user.

Is this possible?

Is there any way to add an "add more" function to a field group?

It’s possible to configure an individual field to accept unlimited values, which allows the user to keep hitting "add more" to open another (blank) instance of that field. 

And it’s possible to group several fields together into a "field group". But that seems to be for display only. There doesn’t seem to be any way to "add more" instances of a collective field group.

Disallow edit field

I want to prohibit editing the field link to the taxonomy term if it is not empty. I try this, but I do not understand why the module is not working. Please tell me where I made a mistake

Toolbar empty

I am running a drupal 7 site. The Toolbar is nearly empty black line, with only the home icon on the left and user info on the right. The site is running on php 5.6and jquery 1.8.

Drupal 7. /sites/default/files access in a user's home directory

On a Drupal 7.60 installation, I block on selinux rights at the sites/default/Files directory.
I am using CentOS 7.5, Apache 2.4, PHP 7.1.
In the home directory of a user ' u00070 ', I want to run Drupal 7. The installation does not pose any particular worries and Drupal 7 works except the update manager that sends me on the choice of a connection mode (by proposing me FTP).
