#1587904 by druliner: When using pubcookie on a site that also supports local (native Drupal) user account creation, the email address of local user accounts was erroneously set to '@'.

#1192218 by jazztini: The optional pubcookie site access module is used to restrict login to a group of pubcookie usernames. However, pubcookie users without Drupal accounts could create new accounts and would be logged in at the end of the account creation process. After logging out, access would subsequently be denied.
