Issue #1517324: Undefined offset: 3 in _edit_section_get_offsets - Text format wasn't working correctly - Saving a section was using the wrong value, so the section was getting lost

This is a general bug fix release.

This fixes most issues with ctools ajax, wysiwyg, and ckeditor.

User role field with support for profile2. Also when admin creates a user, admin can see all fields. Saves a few clicks.
