Issue #2030217 Removed dependency on Payment module from .info file.

New module, Commerce Canadian Taxes UI, used to configure products to work with Commerce Canadian Taxes.

Initialization of Field Collection generalised to allow Commerce entities other than Products to be initialised. (e.g., Shipping line items)

Remove field initialisation from Module install. Field initialisation now handled 'on-demand' in the Commerce Canadian Taxes UI module's configure option.

Fixes two variable spelling bugs introduced from patches submitted by @aschmoe.
