* Add ability to exempt via query string variable

This was a fairly large change that make the module a plugin in for the password policy 2.0 module. It's setting are now just part of the policy of that module.

• Improve the commerce_discount UI and add RTL support
• Update the IEF widget for compatibility with IEF 1.0
• Fix a lot of bugs and drupal notices/warnings.
• Add a new offer: free shipping.
• Add inline_conditions as a dependency to expose better conditions in commerce_discount UI.
