Why is the "404 Not found" error when I going to the tools in the Drupal8 toolbar?

Installed Drupal8 on the LAMP web server of the Ubuntu 18.04.3 LTS operating system.
But when in the toolbar I click on the Content, Structure, Appearance tabs and all the others, I have an error:

404 Not Found

The requested URL was not found on this server.
Apache/2.4.29 (Ubuntu) Server at localhost Port 80

How to fix the error?

Is Drupal8/commerce & composer even possible for relative noob?

With D7 support coming to an end I will need to change my 2 websites.

I've been runnig drupal since 2006, doing the work myself at an elementary level, developing in a hosted environment, using ftp.

This was work that may have taken more time then a pro would need, but it was doable.

Now I am trying my hand at D8+ commerce, which needs (?) composer.

It seems like every step I manage to take throws me another curve ball.

I did manage to install composer and a local development environment, and even had it running (I use ubuntu 19.10).

How to fix errors and install drupal8 in LAMP on Ubuntu 18.04.3 LTS?

-I installed Ubuntu 18.04.3 LTS
-I installed LAMP:
1) installed apache2 first
2) then installed the mySQL database
3) then installed php 7.3 and some additional packages
-I download Drupal8 from the official site.
-In the terminal, I set permissions so that you can create files through the terminal and copy folders in the: var / www / html 
-I Copy the folder with drupal8 to the: var / www / html 
In the browser I wrote the path and the installation window appeared, but then I got errors:

Migrating development features and content from local to remote

Hello all,

I'm developing small things for Drupal 8.8 based sites. For that, I use a local Drupal installation (made with Acquia desktop) and I have two remote testing sites and two production sites. In fact, the dev I'm doing is for both of them. The dev requires to add some content, like articles and menus. The uuid of any of the five Drupal installation described above are all different but they all share the same Drupal core version (8.8.1).

I installed Drupal 8.8.1 successfully but after some time I am getting following error, when I cleared cache. Any idea or help what could be causing this?

Look like cache-config table  is does not exist, when I verify MySql database table not exist message.

Getting table does not exist error message from below tables.

Cache_data,Cache_config,Cache_bootstrap

I did database updates using composer and drush but no luck.
