Installing Drupal

Hi!! First excuse me if I do some mistakes when I write... my english level isn't the better.
I am new using Drupal. I had instaled it on a Linux Server, and I can see the correct theme in it, but when I try to access the site from a window's PC I can't see the theme... what can I do?

How to install Drupal under windows XP?
How to run those commands in installation guide? Are they only for UNIX?
I don't even find php file in the directory of /includes

a file to a story I get the following error:

hello, I'm a new user of dupral, I love it very much, but I have a problem intalling it. I have an account in siteburg.com and when I want to log in my database this is the message:

I have added a custom blocks to the left and right side per usual.

The next thing I know is that I for many of the right side blocks I have no listing for 'weight".

The fist few blocks list a weight option - then the remaining have no 'weight' pulldown box,
there is no parameter available on them.

What caused this limitation of weight adjustments?

You input is sincerely appreciated on my problem.
