Problems with emailing new account info - Cannot create initial user account

I finally got everything installed on a Windows XP system:
Apache - latest
MySql - Latest
PHP - 4.xx
and Drupal

I can go the http://localhost and get the login screen where it wants to create an initial account.
I put in my account name and email address and I get a message at the top saying that it couldn't email but it does give me a password.

So I go to the login screen and use my username and that password and it doesn't work.

Upload Module Renaming files and not uploading... Help Please!

I'm installing a new drupal install (4.6.3) and it's working great, I really like some of it's features over some other CMS's... except uploading files to the server (this is a must for me). Upload module is enabled and when I add new content and go to the bottom to attach a file it lets me go through the process of attaching a file, but the name of the link is renamed... for example if I try to upload a file "unhappy.pdf" after I click the attach button it will show the path to the file... put its been renamed...www.mysite.org/files/_0. After I click "submit" it post as if I haven't attached anything and when I ftp into the server to look in the "files" folder and nothing has been added.

I've looked all over the forums for help but no luck yet. Being a Drupal newbe I understand there are other modules that do this sort of thing, but before I start playing with those I'd like the basic one to work first, Please help!!!

Some other info, the permissions on the files folder is set to 777 (not really sure which is correct, but I know that this allows drupal read/write access). And that is the only file I've messed with the permissions. Under admin>settings the files system path reads "files" and Temporary reads "/tmp". Under admin>settings>uploads both options read "0". The "files" directory is in the same directory as the drupal files. Those are the only configureations I can think of that would pertain to this issue. If you need more info I'm happy to reply!

Create Block Error

I'm trying to create multiple blocks on an Apache server. I can create the first one but when I try to create the second one, I get the following error:

user error: Duplicate entry '' for key 2
query: INSERT INTO boxes (title, body, info, format) VALUES ('White Papers', '', '', 1) in /home/www/mysite/includes/database.mysql.inc on line 66.

warning: Cannot modify header information - headers already sent by (output started at /home/www/mysite/includes/common.inc:384) in /home/www/mysite/includes/common.inc on line 192.

How do I fix this?

Not uploading files or pictures

Sorry if this has been posted before, I've not been able to find the thread that can help.

301 Redirect not working

For reference, I did a clean reinstall on a new server, moved my database over, and then moved in my modules and theme. Everything works on the site just fine. Except for a single redirect that I am operating from the .htaccess file.

I have a line in the .htaccess file (I used a fresh copy and added this line at the bottom):
Redirect 301 /feed http://www.mysite.com/node/feed

Cannot Delete Forums in Menus / Navigation

I've been trying to delete what was initially one forum via the menus/navigation section but, instead of deleting they seem to be multiplying:
