1. I copied IE8.js to js folder
2. I added scripts[] = js/IE8.js in my custom.info file.

.. and in my opinion it isn't working because I can't find "IE8.js" in page source.

1) Make sure your script still isn't commented out
Example:
;scripts[] = script.js

2) Make sure your JS is pointing to the correct directory; currently info file is pointing to the base folder where the INFO file is located, not he JS folder.

change code to
scripts[] = /js/ie8.js

or move your ie8.js to your base directory

3) Don't forget to flush your cache after adding the JS to the .info file

Problem fixed. I enabled optimise java stript under > Performance settings.
