I put this in as a support request but maybe it is a bug. I don't know.

According to the page.tpl.php file, both the primary links and secondary links should print if they are set. I am not talking about the primary and secondary links blocks. I have menu items set for both primary and secondary menus. I have enabled primary and secondary links via the global and zen subtheme config pages. I have cleared cache via performance. I have turned on registry rebuild in zen theme config. I even went into the database and manually cleared the cache_menu table. Nothing works.

I am pondering a potential reason but hope it isn't the case. I am exploring my zen subtheme by turning it on in the admin user profile (I see it but no one else does). The public theme does not have secondary links feature available. Is it possible that public theme is preventing the user theme from seeing the secondary menu?
