I must be overlooking something very simple, but i cant for the life of me find the settings page shown in your screenshot. for enabling editors by input format.
can someone point me int he right direction?

It's here for me,

/admin/settings/wysiwyg/profile

Or under Site Configuration > WYSIWYG if you're using the admin menu module.
