Setting default state should be constrained to selected options [#2651082]

When configuring moderation for a content type, it is possible to select an inactive option. They should be supressed in the UI.

I believe in practice this is incompatible with #2651084: Allowed moderation states should be split . Since I already wrote that one, I am going to mark this one won't-fix.
