Setting the Publish state to Needs Review

When my users 'unpublish' a piece of content the moderation state goes to draft. Is there a way of choosing which state to go to instead?

Real world example...

A writer writes a piece for an online magazine and moderates as Needs Review
An editor edits the content, approves it and moderates to be Published.
The editor then decides it needs work and wants to unpublish it so it goes to Needs Review (not draft).

Can anyone help? Is there a way to configure which state to set it to once it's unpublished?
