Default content state doesn't apply to edited content

I've changed the default content state to Needs Review (through config) so that content created and edited by Authors will be assigned this state when saved. This change has taken affect for new content but when content is edited it still defaults to draft when saved. Is it possible to change this or will edited content, or the "new draft" for a node, always be Draft content state?
