I'm getting this error while trying the a file import.

Also, the import function through wp login doesn't work.

It looks like you may have comments with mismatched tags (e.g, a <b> without a corresponding </b>). The WordPress exporter should wrap these in CDATA segments, but maybe not - it would be helpful to get your WXR file (contact me through my profile).

I cannot reproduce this - I created a WordPress comment with an unmatched <b> tag, exported it, and imported it successfully. Comment bodies are wrapped in CDATA segments, so I don't see how this would happen.

I am also having having this issue. With some it uploads fine others not so.

I found out there was bad code in my WXR file at that line. I had to manually fix it and then the import went smooth

I've found that if you install the old Wordpress export plugin: http://wordpress.org/extend/plugins/advanced-export-for-wp-wpmu/ import tends to go smoother.
