Problem/Motivation

Handlers that implement form alters are not triggered if the handler is added conditionally and the condition is not met. This can cause problems as the values are not present yet at the most useful time of altering (the initial build).

I understand your reasoning but changing this behavior would cause regressions for people currently using formAlter with conditions.

I am not seeing any easy way to allow a handler to decide which methods can override conditions.

I think the workaround is to create a hook_webform_submission_form_alter() hook that alters the form when a specific handler is assigned to it.
