Updating Action's Actions results in no change

Steps to Reproduce

1. Create a Webform
2. Create an Action
3. Make Action change status to Flag/Star
4. Save Action
5. Update status action to -None- (instead of Flag/Star)
6. Save Action
7. Observe that status action did not change
8. The same thing happens if the action is Lock/Unlock/-None-

In short, once the status or lock action is set, it can no longer be set to -None-.

Workaround (medium difficulty)

1. Export Webform configuration
2. Locate configuration for status and lock actions
3. Set those fields to the value for the -None- option
4. Import Webform configuration

This should overwrite the bad configuration.
