We are running into upload issue with Webform FileUpload Elements.

About 25% of the time the upload just keeps on uploading. Without proper feedback or progressBar it is difficult to know if it's stuck or just too slow.

Any ideas/advice?

Generally, there have been issues with file uploads and Ajax enabled webforms or multiple webforms on one page.

Can you replicate this issue using https://simplytest.me?

Can you provide an example webform?

I need steps required to reproduce this issue using a plain vanilla Drupal website like https://simplytest.me

For example, if you are using load balanced servers, it is possible for a file to be uploaded to temp directory and then lost because the user is switch to a different server.
