Hello,

I'm using Webform 8.x-5.0-rc21, Swiftmailer 8.x-1.0-beta2+1-dev, Mailsystem 8.x-4.1+1-dev, Drupal 8.6.1 and when sending HTML emails, romanian characters are not correctly encoded or something else happens (ÂâÎîĂ㪺ŢţȘșȚț).
Enabling the E-mail handler debugger, it shows <p>Informațiile trimise:</p> instead of <p>Informațiile trimise:</p>. Of course, the same wrong text is also shown in the received email.

In the Mailsystem I have Swiftmailer as default mail system, for formatter and sender.
Swiftmailer's character set is UTF-8.

When using the same special characters (ÂâÎîĂ㪺ŢţȘșȚț) with Drupal's core feedback form (/contact/feedback), Swiftmailer send everything as it should.
