Motivation:
On a website, we have votes which are on a comment and which then get "moderated". If the comment is moderated and accepted, then the vote is applied to the parent entity (carrying over user/date & time/etc.). Therefore, the site would like to use a rollover of "0 minutes" or "- no rollover -".
