Add gitweb url handler [#1025654]

As part of #354509: Make repository URL backends pluggable I added one gitweb url handler plugin in the patches, but I end up remooving it, since it belongs to versioncontrol_git.

So, here I will put that code.

Here the patch I'm going to commit.

The only new thing is the implementation of hook_ctools_plugin_directory().
