Update PHP version to 5.4 (patches)

so in #2225413: Move PHP version to 5.4 to drupal 8's minimum version. I was guilty of too much talking - no action. I cannot recommend this patch highly enough.

Bumping this to critical and Bug report .. given patches using traits have already been committed to d8 core .... VDD 8.x-1.x-dev has no chance of working until this issue is fixed.

So here is my manual testing report, in summary this patch works perfectly fixes a major problems and a scan of the patch reveals nothing but elegant comprehensive solutions to only the relevant problems.

So the next part may be "Too long - don't read"

1) vagrant destroy
2) vagrant up
3) drink tea while waiting
4) Follow install instructions on home page entitled "Welcome VDD"
5) While waiting for site install look at phpinfo.php and see
PHP Version 5.4.27-1+deb.sury.org~precise+1

so this issue is resolved - drupal works OK

I would RTBC this patch but this is comment #2 and so others may want to add something

Minor whitespace error:

But loads up nicely with the right version of PHP:
